"503 Errors, Capacity Problems, Oh No, Let's Move To A New Hosting Account ", was my cry earlier today.  Here are the steps I took to help resolve the issue, at least for right now.

I've decided to go ahead and move TopCollegeList.net so I could receive more transfer request. 

 How To Move Your Website From One Shared Hosting Account to Another

1. The first step is to back up your website files.  This should be down by making a copy of everything you have in your FTP client.
2. The next step is to purchase your new shared hosting account according to the plan that fits your needs. The best bet for longevity and savings is a 12-month plan.
   
3. We are still moving a website from one hosting account to another, so let's delete your domain from the old hosting account.
4. You are now ready for set up.  That is, setting up your new shared hosting account and adding the domain that your are moving there.   You may want to create a new directory path if your have other domains.
   
5. Uploading your website files to your new hosting account is what you should do next.  Filezilla is one of many places that you could use to upload as well as download files.
6. You are almost done.  But now you must configure your database. 
   
   
7. You will need to re-install whatever software that you were using on your website previously.  Whether it was Wordpress, Aardvark, Joomla, Mambo, etc.  This is typically done by going to install/index.php or something of the like, according you what you have.  You will need the information that's produced from step 6 to complete this action.
   
8. After configuring your new database, log in to your old hosting account to export your data.  I am now sending you over to get the actual content that was previously posted on your website.
9. The last step is to head back over to your new shared hosting to finish setting up your new database.  The main objective of this step is to now, import your data.  Many people run into problems when importing.  This is because the database name hasn't been changed. You will have something that looks like the following:
   

CREATE DATABASE `OldDatabaseNamefromOldSharedHostingAccount` DEFAULT CHARACTER SET utf8 COLLATE utf8_general_ci;
USE `OldDatabaseNamefromOldSharedHostingAccount`;

                 You will actually need delete the whole CREATE DATABASE line.  You have already created it in step 6. 

                 Lastly, change the OldDatabaseNamefromOldSharedHostingAccount to the name you've created in step 6.

                 And I almost forgot, you must delete or drop the current tables in your database, before the import becomes  a successful import!
